Springing Forward: Where we are so far, and what’s ahead.

2 April 2025

As the Flood Control District of Maricopa County nears completion of the first phase of the Gilbert-Chandler Area Drainage Master Study/Plan (ADMS/P) Update, we wanted to provide an update on the team’s progress and findings to date.

But first, here’s a quick refresher about the ADMS/P:

An ADMS/P is a detailed study that examines how and where water flows during storms and helps communities manage stormwater runoff. It also is a flood hazard assessment and looks at ways to protect property, infrastructure, and natural habitats affected by drainage patterns. The current Gilbert-Chandler plan, completed in 1993, doesn’t account for the dramatic changes that have reshaped the region over the past 30 years and needed to be updated.

What has been completed to date?

Over the past several months, the study team has been focused on data collection, including:

  • Reviewing past studies and reports
  • Analyzing past significant storm events
  • Identifying areas of flooding concern
  • Gathering information from the public and stakeholders

Based on the data collected, a preliminary Hydrology and Hydraulic (H&H) model has been developed to begin to assess how and where water flows during significant storm events. The preliminary H&H model provides the study team with an approximate depiction of current flooding hazards in the study area.

Check out February’s blog post to learn more about the types of data collected.

What are the next steps in the study?

During the next phase of the study, the team will:

  • Continue data collection efforts and analysis
  • Gather public and stakeholder input
  • Verify existing drainage infrastructure
  • Develop a detailed H&H model using FLO-2D software

How can I participate in this important study?

Public input is critical for identifying where flooding has occurred or areas of concern that should be added to the modeling. Visit our interactive map and add a marker to share specific locations where flooding has occurred or tell us where you feel there is potential for future flooding.

Here are some helpful tips on documenting flooding events.
